I submitted my application on 26-feb. After that i got 2 requests to submit schedule 4 and schedule A which i submmited.

However bg check has been changed from not started to not nweded at this time. What does it mean? How come it changed to not needed when it is not even started?

honestly, there is no particular answer for this question. Every case is different, some are always in progress, some never needed.. etc... One point you must keep in mind here is.. PATIENCE. Don't worry.
