Best way to travel to Mid Canada?

Hi,

What's the best way to travel to Thunder Bay? Or how you going to lets say Winnipeg, Regina?

From Vancouver or Toronto or even Montreal? Toronto is now ridiculously busy and can't get any flights (less expensive).

According to WestJet
Vancouver to Thunder Bay is like $310
Toronto to Thunder Bay is $170
Montreal to Thunder Bay is $220

I can't find any cheap flights to Toronto now but can find one to Vancouver which is like half price.

Since Thunder Bay is in Ontario, do I need to land in Ontario POE?

Will I get Study Permit from any of the three? i.e. Toronto, Montreal or Vancouver.

You can get study permit from any of the three all are international airports.
