Im a single guy in canada became PR in Feb 2019 and been living her ever since. I have been working here for almost 1 year.
Before becoming PR, I had work visa and before that student.
Whats the best option for my to apply for immigration for my mom? Current she has regular visa.
I want an option that allows her stay without any restriction and also get her health benefits.
She will not work as she's old.

Only real option is for you to qualify to sponsor her for permanent residency through the parent / grandparent sponsorship program. You will have to wait until you have worked in Canada for three full years and have met the minimum income requirements to sponsor her in each of those years. Also, only a limited number of applications are accepted each year. Once you qualify, you will have to enter the lottery (or whatever the selection method is at that time) and hope you are chosen. Once you are chosen, you'll be able to submit the application to sponsor her. Application processing will likely take 1-2 years.
It is unlikely she will be. able to keep renewing her visa for years until you may be able to secure PGP. Some people will say that you should apply for H&C. This is extremely risky. If you were a student she is likely not that old and can care for herself. If she is denied H&C assume that travel to Canada to visit will likely be impossible. You have been granted PR but parents and grandparents were never guaranteed PR when you immigrated to Canada.
