i think you should write yes, bcos question is clear in itself..
it is asking whether you or ur family members(spouse) have been refused to...
but condition does not apply only, if you applying PR just for yourself means you are not showing or adding your spouse....in that case you should write no.
Remember if you provide misleading information, it may jeopardize whole PR application. Just because your husband was refused visa last year, does not mean he will be refused PR.
My wife got refused for vistor, then we reapplied, and she got approved the second time, when I appliued for cec pr, I said yes she was denied once, be she got approved the second time, I would put yes and explain why from the VO officer letter, It should be fine, and it will have no effect on you application just be sincere, and you should be fine

i am quite sure g write yes in ur husbands form and mention briefly in comments (dere is space). you must let them know that its been refused before....i also did the same.
