BCPNP EE Profile ineligible

I did my EE profile in order to submit my BCPNP addendum form. but my profile says ineligible.
Should i still submit my addendum form with the ineligible application file number to BCPNP?

same with my ee application. also ineligible when i submit my application. I don't know why is it ineligible..DO you have educational assessment with your ee? My recent work permit is low skilled this maybe the reason why my ee application ineligible, and i don't have educational assessment because i was thinking i would qualify for Canadian Experience Class.
