BC PNP- Will Job offer from Temp Agency Qualify me for Skills Immigration (International Graduate)?

Hi everyone, I'm in a bit of a situation and I need help!
I got a Job as a supervisor in Feb 2017. It was my first skilled position in Canada ever. Problem is I got it through a TEMP AGENCY and my PGWP expires in October 2017 so I can't get 1 year of work experience to apply fr express entry.

The main company won't hire me, but my Agency (who pays my salary) has offered to give me a job offer for a full time, indefinite contract position at the main company. I was wondering if this would suffice to qualify me for the skills immigration stream for BC PNP

Do you have work permit approval and a TRV? Transit visa doesn’t allow you to enter Canada?

I hear that the eligibility is passed when i receive an email stating( All the required documents and information have been received by the responsible office for the moment).
IS THIS TRUE ?
