BC PNP addendum form

Can someone please share the addendum form with me?? I dont have any idea how to get addendum added and some info on this wil be appreciated. My bf has applied in march 2015 in regular bc pnp. So how can we proceed frm here. Any help would be appreciated.

Effective January 1, 2016, BC PNP Skills Immigration applicants will no longer be able to convert an existing application to an EEBC category

yeah but can i do something before one year completes??? his one year experience completes in feb.. and still has to write ielts.. so if anyone can tell me what can be done??
