Basic Question on PNP

Sorry to ask basic question -
- Can someone apply for PNP from outside of Canada.
- Do we need job offer for PNP also ?
- is there any policy like after getting PNP from one of the province then one must stay in that province for some years (minimum years set by province)

-Yes, you can
-Not all provinces require a job offer. It depends
-Not really, ethically yes
