dear visit to your bank where you are having account with them or WALL STREET and Al Insari Exchange they can help you . now a days rate is AED 3.75 = $1, NEKEOL

I have same problem as you, i went to several banks but they told me to open a current account before i can process a bank draft.

Because of the implementation of Anti Money Laundering law (the “AML Law”), which applies to individuals, financial, commercial and economic establishments operating in the UAE,( in many other countries too ) banks will insist to open account with them for money transaction like demand drafts. For foreign exchange remittance the banks or exchange companies will ask only national identity, residential permit or passport but still one time transaction is limited to a certain amount.
