Bank Certificate - Tourist Visa

Hello,

I wanted to invite my brother and his family to visit us here in Canada. His main problem is that he just opened a bank account 2 months ago.

Is a bank statement worth of 3 month period and a bank certificate is acceptable to the immigration office? or have anyone here applied for a tourist visa with just a bank certificate?
