Yes, contact an overseas branch of a Canadian Bank, HSBC or Royal Bank.
 
First Contact HSBC, it's takes 1week to open account and easy process. even many branches in asia , europe and canada.
even try to find out as PMM said.

Just wait until you arrive in Canada :)

It does not take that long to open an account.

even search Cappucino post for POF he open account in HSBC and transfered his Funds in that account, he travel and bring copy to prove landing funds from HSBC statement which he open for canada.

better visit HSBC bank and ask them personaly.

FWIW HSBC do not have as many branch locations as other Canadian banks. Check the location that you are moving to.
You can use BMO atm's with an HSBC card.

That's even true.. Scotia bank is the best and many ATM and locations. HSBC is also good if you are staying to GTA and plan to open another new bank account after landing.

Yes, but clear a bank draft from another country take some time for clearance. It would be better if you have opened a HSBC account before landing and transferred some funds for immediate use.

Not if you are located in a town that does not have an HSBC or a BMO :)

Carrying some funds and a credit card (if possible) can sometimes be a better option.
