I am trying to add my wife to my ongoing PR application

She applied to Student visa 5 months ago but still hasn't got any response on her application despite of tons of email and calls. We are not sure if her visa is rejected or granted (which i highly doubt).

In Background declaration it ask "have you been refused admission to, or ordered to leave Canada...."So should we check Yes or No for this??
