We are planning to send in a completed FBI background check with my American husband's application to avoid any additional waits. We were just looking up how to get one and it says that he needs to submit his fingerprints to get the background check. But US citizens do not need to give biometrics as per the cic website. I know that they state in the guide that the background check will be requested at a later date...does everyone get a formal request for a background check? or does the IRCC pick and choose?

You seem to be mixing things up. Background checks are something entirely different than police certificates. The FBI requires fingerprints in order to issue a certificate. That has nothing to do with IRCC or biometrics.

The fingerprints are taken by an authorized 3rd party and then you mail that to the designated FBI address in the USA.
Fingerprints are sent to FBI for FBI certificate.
Fingerprints for biometrics are for other individuals.
I submitted mine with the initial application and then they asked me for an RCMP background check (in-Canada applicant) about 8 months in to the process.
