Background check and file transferal

Is the background check usually done before the file transferal to the local office or after?

Is the background check usually done before the file transferal to the local office or after?

Background checks are done in several forms, primary and secondary - it can be done either way, Sydney or Local Office and Sydney seems to do the primary and local office does the secondary. Some checks were done on my file at Sydney and after my file was transferred I understand that my file is going through the RCMP checks.
