Hello All,
My wife and I have a new baby girl! She was born in Japan to my Japanese wife who also has a permanent residency here in Canada. I'm Canadian myself. I know we can apply for Canadian citizenship, but I haven't found any rules on when the baby can travel and live back here in Canada.

Provided you were born in Canada or are a naturalized Canada, your child is Canadian and can travel as soon as she has her Canadian passport.
Apply for her Certificate of Citizenship. You can apply concurrently for a limited validity passport. If you have proof of travel, the passport can be issued quickly, before the certificate is even processed.
