Average Citizenship Application Time (RECEIVED to OATH)

So I've been going through the different threads (months, years, and regions) and would it be fair to say the following:

1) Average application time in 2015 from RECEIVED by CIC to OATH is 6-9 months?
2) Is the process faster in 2015 than 2014 or the same?
