My husband and I were asked to leave Canada in 1998. As our children are in Canada, we have tried to apply for a visitor visa a few times and they were all been rejected. In the last rejection visa they mentioned ARC (Authorization to Return to Canada) is required so in June 2016 we applied for temporary visitor visa and included an ARC letter explaining that we would like to come to canada to visit our children and attend our child's Wedding ceremony. In August they asked us to pay the ARC fees (800 in total).
My question is, when they ask for the ARC fees, does this mean that your application is approved?
Any information would be appreciated.

"If you are applying to come to Canada for any reason, (visiting, studying, working or immigrating), you should not submit a separate application for an ARC. If your application is approved, the ARC will be dealt within the context of that application. You will simply be asked to submit the fee."

1. The way I read it is that you pay for the ARC, the review isn't free, then if the ARC is approved, then they will look at the application for the TRV, not necessarily approve it. If the ARC is refused, then the TRV is automatically refused.

I really can't wait to hear back from them! This goes to 16 years ago and we are not criminals. We submitted Clearance Records as well to prove that we really do deserve to come back to Canada to visit our children.
