I have received an email that my file has been sent to case processing centre, Sydney for issuance of new PR card and I may be required to pick up the card for which they will intimate me. ( My case was approved after secondary evaluation )

I had applied on 19 Sept 16 and left Canada in Nov 16 till now.
If I calculate backwards from Now I may not fulfill the R O for the purpose of PRTD .

So how do I go about for PRTD?

If there is any doubt about your residency, don’t apply for a PRTD. Your best bet is to try and get a US visa and enter at a land border. Bring your e mail about picking up your card and the receipt for the application to show CBSA. Hopefully they won’t dig into it any further, but there is a risk they may report you for failure to meet RO. My opinion is this is less risky than applying for a PRTD where you need to provide your travel history to them (making it obvious if you don’t meet RO). Those really are your only 2 choices if you have to pick up your card in person.
