I am helping my uncle to renew his PR card application. His PR card expired on March 17 2017. Can he apply now for renew. Do we need to send explanation letter that why he did not apply before expire. In last five years he spend only 3 months outside of Canada so there is no residency requirement issue for him.
We are preparing for him:
Complied form IMM5444
Landing paper photo copy
PR card photo copy
Current and previous passport copy.
Photo
Fees paid copy
Any more documents we need to add with application

Example your uncle became pr on 18th March 2012 and the signing date on the PR application is 20th April 2017 then he should write from: 21 April 2012 to 20th April 2017
If he became PR on 5th July 2012 and signing date on the PR application is 20th April 2017 then he should write from: 5th July 2012 to 20th April 2017
This is just an example, count exact 5 years going back and if he became PR less than 5 years (which I doubt is the case as his PR card has already expired which means he became PR 5 years ago) then start from the date when he became pr
