Atlantic Immigration Program experience question

Good afternoon,

As we know minimum requirement for work experience under AIP program is 1 year.

Is it also aplicable for Work Permit outside Canada, under AIP and province endorsement? Or visa office outiside Canada can refuse you under state that you dont have enough work experience (for example 2-3 years) If you have only that 1 year required for AIP.
