I called IRCC via Skype (1-888-242-2100)
To anyone reading this, I registered a Canadian phone number via FreeTone app
and paid for a whole month of subscription (4 CAD) so I can keep the number.
And then setup Caller ID on my Skype using the Canadian phone number.
You must try multiple times until it rings.
My wait time took about 45 minutes or so.
The lady I talked to said that on her end, my eligibility was indeed blank.
We talked for a good 5 minutes. She asked for my UCI number, date of birth and country of birth.
Then she pulled up my information (another hold for 5 minutes.)
Then proceeded to tell me that no decision has been made on my file yet.
It's been almost 6 months, I can only imagine how sad and disappointed those who lodged before me.

Based IRCC webinars if you didn't receive an AIP your application will be subjected to normal processing. Two stage processing is more complicated and takes time than normal processing.
