You can safety leave out your spouse education and add it in personal history post ITA.
If you do put it, you may simply upload her degree and explain it via a LOE to the accessing officer that you are not claiming any points and the system prompted you to upload education proofs so I have uploaded them witjout eca.

Coming to your first question. If you are the principal applicant , CIC dont really worry about your wife's education because you are not claiming any points for that.
Your second question: WES is not mandatory but you will get extra points if you get it done.

Not their problem. Your problem which is why you get lesser points and show more POF than a single applicant.

It is mandatory to provide SOME document because the system will prompt you for that upload. It is mandatory to provide ECA to claim points. If you provide any random document, you won't get those points. That's all.

In your e-APR you can answer that your wife has a bachelor degree, when you do that the system is going to ask you if she has an ECA for that degree, you just have to answer NO to the ECA question because you are not claiming points for it..
