As of now I think that no province is calling without job offer. Nd for common express entry both noc r equally valid. Also both these categories are not in demand occupation list of any province.
I have also masters only in ece nd no research work in university except my mtech thesis.but somehow I was successful in taking first 4-5 job duties of 4011 from my college so I applied under 4011 nd I assume that there is no problem in noc till now.but also u cannot say anything before application is finalised.
And yes u r right lecturer category is more safe .so 4021 is more suitable.
But try to get the letter almost matching with the job duties
