they are common law partners, the husband is the one applied for supervisory position, and together with his wp application, he applied owp for his wife. the thing is wife will be reaching 4 years here in canada. does owp also count in 4 year cap or will start from scratch? May 2016 is her 4th year here. thanks
 
The rule applies to all TFW, regardless OWP or not.

There are few exceptions though, see here: http://www.cic.gc.ca/english/work/apply-who-eligible/four-year-maximum.asp?s=2
