As a FSW, is establishment in Quebec legal?

Hello,

As a federal skilled worker who recently came to Canada through the Express Entry program, can I work and live in Quebec province please? As per my immigration program I am supposed to establish outside of Quebec if I understood well.. So does shifting to Quebec post-landing will cause me any trouble?

I don’t think it matters once you become PR.

No issues. Just make sure you give an address outside of Quebec for the mailing of your PR card. Don't give a Quebec address. That's where you could run into problems.

What about applying for citizenship later? heard that might cause trouble...
