That may not be the point. It is illegal in the UAE and it was illegal in Canada at the time the offence was committed. It depends on the actual conviction, as much as the circumstances. It's up to IRCC how to assess this. We can only guess.
Regardless of what Canada thinks of the fact you were sentenced to 2 years imprisonment at least there is one certainty that you would probably be inadmissible to the US.
not really, he can apply and explain his situation. whether or not he will be admitted is upto the canadian authorities like all PR applications. its not upto you to decide if he can apply or not.

Hard to say based on the conviction. Either you are fine - or you are inadmissible to Canada for five years and will have to wait until 2023 before you can apply for rehabilitation in order to be allowed to enter Canada.
