My friend from the Philippines arrives in Canada (sept 14) My questions are 1) Does she collect her bags before Customs and Immigration or do her checked bags automatically forward to Calgary? Will she be interviewed by CBSA in Vancouver or is it just show passport and visa and then go through checks in Calgary? It is her first visit here neither of us know what to expect. Her layover in Vancouver is on 1.5 hours. I am really hoping that is long enough if they process her there.
Assuming she is changing planes in Vancouver... She will go through customs/immigration in Vancouver. She will have to collect her luggage to pass through customs. 1.5 hours should be OK.

generally depending which airline from Phillipines through to Calgary bags will at least be tagged all way through.
At vancouver as said above will go through immigration first, collect bags, hand completed customs card in, then find the connections desk to handover luggage for the connecting flight.
Example here of using Air Canada http://www.yvr.ca/en/passengers/navigate-yvr/passenger-guides . Have not connected myself in Vancouver but generally thats how most airports/airlines operate in that you dont actually have to check in again if you have an end to end ticket and boarding pass, just use a connections bag drop.
