I am a Canadian PR. My brother who is currently living in New Zealand (not a NZ citizen) want to apply for Canadian visitor visa to come visit me. VFS offices seems to be open in New Zealand.

From Oct 8 Canadian govt. seems to be allowing extended family members (like siblings) to come to Canada, https://www.canada.ca/en/immigratio...ly-members-and-for-compassionate-reasons.html

Few questions:
- Are visitor visa from outside canada being processed? If so, are they being processed only for emergency purposes (e.g.: COVID related), or regular purposes (family visit) as well.
- Is sibling's spouse and kid also allowed to enter Canada under this new rule?

As far as I know, they process applications if you're exempt from the travel ban.
You answered your own question, siblings are allowed, sister in law, nephews and nieces are not allowed yet.
