When I joined the firm I am pretty sure I was told the attorney fee includes the government fees of $1400 CAD approx. Now I am being asked to pay the $1.4K government fee.
This must be a mistake on their part and I am waiting for clarification.

IRCC fees are typically separate from lawyer fees (i.e. IRCC fees are not included in the lawyer's fees). However it's certainly possible that this law firm is different. The details should be in the contract / agreement you received from them.

Usually, government fees are not part of the retainer fee and has to be paid separately. I've worked with a couple of immigration lawyers now and this was their fee structure.
