Hi, Canada has stopped all flights to and from India as per my understanding. Does anybody know if a PR can travel currently to Canada ? Would Canada allow the husband to travel with pregnant wife who holds a PR?

PRs are allowed to travel to Canada. However as you said, there are no direct flights from India to Canada at this time. If you want to travel before the travel restrictions lift, you will need to find a non-direct path for flying to Canada.

The husband can travel with the wife provided he has a valid TRV.

Can the spouse not travel on valid tourist visa ?

Yes, as I said above, the spouse can travel if they have a valid TRV.

The wife may need to reapply for healthcare even if they have a valid healthcare depending on how long they have been out of Canada. There are ROs specifically for healthcare and requirements to stay 6-12 months after the baby is born depending on the province.
