ARC w/PR application - EO will expire soon

My one year exclusion order expires October 27th, 2011. Exclusion given at the border because I told them I was just visiting when that wasn't the whole plan (the order actually says because I didn't have the proper paperwork for PR with me).

I had planned on sending the ARC application to Seattle separately from the PR application. But after a couple emails back and forth with the Seattle office, they made it clear I must send it WITH the PR application to Mississauga.

We are sending the PR application probably in late June/early July. Will the ARC process be slowed down because of this? Will Mississauga or Buffalo process it? Because the order will expire about 4 months after we send the PR application, do I have even a tiny chance of it being approved so we can visit before Oct 27th? And if it might not even get looked at before Oct 27th, can I still cross the border after that date?

Oh, two more questions!!

Since the application for ARC is going WITH the whole PR application, which will have my background checks attached, do I need to attach the checks to ARC as well (if so, are copies ok since I only ordered 1 FBI check)? Or just a note to say my checks are in the police certificates section of the PR application?

And lastly, how do I pay the ARC fee? When sending it to Seattle, I was going to send a money order, but I don't know how to pay it this way.

I guess I should email Seattle? Or who would be better to email/call?
