No, you cannot apply at POE. This is only for people from visa exempt countries. You only apply online outside of Canada. A VR is cancelled once you leave Canada. You need TRV to re-enter.

I don't see how this would work since visa stamping needs to happen through the visa office outside of Canada and you will need to submit your physical passport for visa stamping. Sooner or later you have to be outside of Canada for a while to complete the process.
You can try. I can't tell you for sure if this will work or not. However what I can tell you is that visa stamping will need to take place outside of Canada.
It appears that you have been on a visitor record since last February and processing for WPs will likely take many months with no guarantee of success. Trying to remain in Canada for such a long period as a visitor may be problematic and also raises concerns about your willingness to return home after your temporary status expires. What is the NOC of the job?
May be very difficult to get an approved WP. You’ll have to wait and see. At a certain point your visitor record will not be renewed and there also may be concerns about how you are supporting yourself as a visitor for such a long period of time.
