It's probably too late to apply under NOC 1112 - but you can certainly give it a try. It will likely take 2-3 months before you hear something back. If your application is recieved after the cap is reached, it will likely take another 2-3 months for the application to be returned to you.
Agreed with scylla. It is probably too late because CIC has recently posted an update of 131 completed applications received towards the 300 cap for NOC 1112. If you have all the documents ready then you should give it a try.
If you are yet to start gathering documents then you should probably keep your eyes on FSWP 2014, but do start gathering the important stuff like ECA and IELTS to give you a head-start for 2014.
