Applying PR for second Time

Hi All,

I am applying PR for the second time since my last PR application was cancelled by IRCC because i chose Quebec as Intended Place to stay by mistake.

Now when i am filling out PR application online form under "Statutory Questions" sections there is one question as follow:

"Has <applicant> been refused refugee status, or an immigrant or permanent resident visa (including a Certificate de selection du Quebec(CSQ) or application to the Provincial nominee Program) or visior or temperory resident visa, to Canada or any other country?"

Do i have to mention my last PR application and reason for cancellation for this question?
