My Canadian Citizen spouse has been living and working outside of Canada for the last 8 years, we got married last year in my country and now we are planning to settle down in Canada next year. In this case, can we apply for PR when both me and him are living abroad?
What are the chances of me getting my PR approved/rejected in this situation? We are both working outside of our home countries and him in particular when he has not lived in Canada for over 5 years.

This is very common, my wife and I were outside of Canada for 8 years when we applied. Its called an outland application, you need to check out CIC website and start reading! Here's the link.

I haven't lived in Canada since I was a toddler, and I'm sponsoring my family. Just be sure to compile as much proof of intent to return to Canada, which is very ambiguous. Not only provide as much proof initially, but once your application is submitted, be sure to keep compiling more evidence of proof of intent to return. CIC's pattern shows they come and ask for additional proof towards the end of the process. I think it's the standard protocol, or a test to see if you're serious about your intent.
