I was under the impression that if I have a visitor visa application ongoing (my IEC expires June) I could still apply for the spousal sponsorship on implied status by submitting the application recieved notification. I've recently been informed by an immigration lawyer thato I can't apply until I get a response for the visitor visa which is currently taking 78 days!
Completely false information. Many people (perhaps even most) apply while being covered under Implied Status.
If you qualify for a Spousal Sponsorship today (meaning you are married or Common-Law), you can apply today. If you are submitting an Inland application, you should consider including the OWP application at the same time (in the same package), to allow you to begin working again in ~4 months, after it has been received by CIC. Outland applicants are not eligible for the OWP, but they complete the entire PR process in a fraction of the time.

As the previous poster said, you should apply for Permanent Residency application (if you qualify for the spouse/common law sponsorship) as soon as you can, and apply for an open work permit (pay the required fees), with your inland application, the open work permit only takes about 4 months to get a decision sometimes less. You don't have to wait.
Thanks that's what I thought... we are just waiting for the marriage certificate to arrive then sending off the PR and OWP. I just got a little freaked since the certificate may not arrive before my IEC runs out so I was banking on the implied status
