I am a naturalized Canadian and my husband is a Filippino. We are currently living in Taiwan.
Because our son is autistic and though unable to talk yet, seems to understand English a lot better than Chinese/Mandarin, we decide it might be the best for us to move to Canada.
Recently, because Taiwanese people can go to Canada without applying for visas, they closed down the visa office in Taiwan. So,
1. Where do we submit the immigration application for my husband?
2. We currently hire a wonderful live-in Filippino nanny and would like to move her with us. How do we submit a live-in caregiver visa for her? (We currently do not reside in Canada. I'd like to know if it's possible to apply for her visa so we could move there together.)

Yes, I moved back to Taiwan about 10 years ago. We got married in 2003 in Taipei. My husband has been working in Taipei for about 8, 9 years now. Both kids have their Canadian passports and citizenship cards.

As the office in Taiwan is closed as the OP noted. The sponsorship would go to Mississauga with the application and the application would be processed in Hong Kong. http://www.cic.gc.ca/english/resources/manuals/bulletins/2011/ob308.asp
