I am originally from Iran and have worked about 1.5 years after graduating from university in Canada. I am going to apply for CEC next week but apparently the Buffalo office is no longer open. Could anyone please tell me which Immigration office should I choose for processing my application?

Yes that's where I will submit my CEC applications. However, I need to indicate the name of the Immigration Office that will process my application.
It is part of "IMM0008" form "Immigration Office requested for the processing of your application"

No it doesn't.
If you're within Canada, you can select "CPP-O" (Ottawa) as
ujbaby suggested.

"NEW: As of January 1st 2012, all Canadian Experience Class applications must be submitted directly to the Centralized Intake Office (CIO) in Sydney, Nova Scotia. its two different things, one is where you are actually sending the mail and other being the processing.

"Immigration Office requested for the processing of your application
Indicate the name of the Immigration Office which serves:
your country of nationality, or
the country in which you are residing, provided that you have been lawfully admitted to that country for at least one year.
Note: Do not select the CIO as the immigration office requested to process your application. Although you may be required to submit your application to the CIO, you must indicate the name of an appropriate visa office using the criteria above"

Exactly. You're giving wrong information buddy. All application are sent to the Central Intake Office in Nova Scotia but this is not what home3d2001 asked.
On the IMM0008 form you select which Visa office you are processing your application. That determines where your application is sent after the CIO processes it. That is what home3d2001 asked (read his/her question).
The Visa office you select is based on where you reside. If you are currently in Canada, you choose CPP-O (Ottawa). Otherwise, you select based on your current country of residence (see the link in my previous post).
