I just got my PR recently. At the same time, I have an in-progress application for my mother's visitor-visa extension (visitor record) due to the ongoing pandemic. So if I cancel the visa-extension application and apply for super-visa, will that let my mother keep her status (also, how about implied status?)?
Or do I need to wait for visitor-visa extension to complete first?

No - applying for a super visa won't give her implied status or let her keep her status. If she is in Canada and you want her to stay longer, you need to continue with the TRV extension.
She can only apply for the super visa from outside of Canada.
