applying for super visa while in Canada on visitor visa

I wanted advice on how I should go about applying for my mother's super visa. She is currently in Canada on a visitor visa. When I filled out the questionnaire for the document checklist, I was required to complete the IMM-5708 form, even though it doesn't accept any of the options I put in for the purpose of the form. So, will she have to be in India while applying for a Super Visa, or is there a way for her to apply for a super visa in Canada?

She needs to be in India to apply for a supervisa. She cannot apply inland.

There's no workaround for that? Looking at the current flight situation in India, there's no way at all for her to apply while she is on a visit visa in Canada?

She is on a visitor visa now and will eventually have to return home since she is still a visitor and hasn’t moved to Canada. At that point she can apply for a supervisa.
