Applying for Spouse PR without marriage certificate

I got married a month ago in Ontario and have all the documents ready for the Spouse PR except the marriage certificate. I called the registrars office and they said the certificate usually takes 14-16 weeks.

My Wife's Temporary Visit Visa will expire in March.

Since I want to also apply for OWP for my wife, I don't want to wait 4 more months till Feb 2020.

Can I apply for the Spouse PR and OWP with just the Solemnization of Marriage certificate and send in the long form marriage certificate later? Will the CIC object to this?

The app will be returned. It is specifically stated in the guide that the solemnization is not acceptable.

You can try to ask for the certificate to be processed urgently.
