Hello, my wife is a US Greencard holder and she is visiting me in Canada. I am applying for her PR. The application says that in order to apply for Spousal PR within Canada class, you need to have a legal visitor status. Now she came here on Green card as she didnt need a visit visa. Will that account for Legal visitor Status? Please advise.

If it's legal for her to Canada on a green card (and I'll assume that it is), then she is here legally and she does not need a temporary resident (visitor) visa. I would say that she could fairly be described as having legal visitor status.
I mention the assumption about a green card getting her into Canada since I understand US green card and Canadian permanent resident status to be roughly equivalent. However, Canadian permanent residents need a visitor visa to enter the US.

Someone who does not need a visa to visit Canada and presents at a port of entry is applying to enter as a visitor - and when/if admitted, they are in Canada with visitor status.
