I have full time working experience over the last three years, have an immigration score above the pass mark, and will be going to Canada as a full time Ph.D student.
I plan to submit my immigration application to Buffalo after I begin my study. In normal cases, I expect to get my PR card during the course of my study, maybe two years before I graduate.
Is such a plan feasible? I would be really thankful if someone can give me some advice here.
To apply from the country which is not you permanent place of living first you should stay legally 12 month in that "another" country (www.cic.gc.ca). In you case you can apply for premanent residence in Canada after you have been legally living in Canada for 12 months. (somewhere I read - 6 months if you are in Canada, but the person was not able to provide any proof to that information). Or you can apply any time but through the Canadian Embassy for your country of origin.

You don't have to be LIVING in Canada for 1 year to apply to Buffalo, but have to be ADMITTED for 1 year to apply to Buffalo, or any other processing centre where you have been admitted for 1 year.

Actually I have something more to add here - I will study my Ph.D. in Montreal but I don't want to apply for Quebec skilled worker since I don't plan to learn French. But if I apply for Federal skilled worker, my intended place to live needs to be somewhere outside Quebec. In fact, the intended place to live is something you need to provide when you fill the application form. On the other hand, officers at Buffalo will realize that if they approve my application, I will still be staying at Montreal for a few more years for my Ph.D before I can go to other places. So, would this be a problem for me?

you have been lawfully admitted to Canada for a period of at least one year and you are submitting your application to the Canadian visa office in Buffalo .....
3. Determine where you must submit your application.
You must submit your application to the correct visa office. You must submit your application to the visa office that serves your country of nationality or the country where you have been legally admitted for at least one year.
