Applying for Skilled Worker help

A friend of mine is planning on applying under the skilled worker program. She has 2 years experience as a writer, graduated from university, has some relatives in Canada, aged 21, and is single. She has perfect English and scored perfect in almost all of her IELTS. She gained PR status before I did (got it when she was 6 but moved back to the Philippines with her parents two years later) and had it formally revoked when her family tried to go back. Do they take that into account?
