Applying for open work permit with PR

A little confused as it says to apply for the open work permit with your PR application, so on paper but then it also says you should and would be better off applying online as it is faster and only very specific circumstances should you apply on paper. What is the best option?

Apply on paper and include it with the sponsorship application

Paper is you only option if you are applying for both together.
