Applying for a visa in Canada, but want it delivered outside Canada. Is it possible?

So... my visa expired around 4 months ago, and I just got my new study permit. I'm taking a break from college right now, and my parents bought me a ticket back home scheduled for next week, thinking that my visa is still valid. This is a big miscommunication from my part.

Anyway, can I apply for a visa in Canada and have it delivered to my home address in Singapore? I'm planning to come back to Canada around late August, so long processing times won't be a problem.

You can apply online, using Singapore as your country of residence. The passport request would tell you to submit your passport to a visa centre in Singapore.
