I have a friend that's currently living in Yemen. I live in the United States. He's trying to get into Canada as soon as possible because of the war in Yemen. He has a phd in computer sciences and he's also looking for work. He hasn't done anything yet, no applications or forms. What does he have to do? Can he get into Canada as a refugee if he's still living in Yemen? I need some detailed information for him and I can't find the info he's looking for. What should his first steps be?
Either he needs to apply to the UNHRC as a refugee from a third country or acquire a TRV (or some other Canadian visa) and apply in Canada. He can't apply from Yemen.
Why doesn't he try immigrating? The process is probably significantly faster.

Since he already has a PhD getting a student visa is probably not the way to go. Not sure if he is fluent in English or French but there has been a push to make it easier to bring in tech talent.
Hey... I'm an American citizen and my husband is in yemen... how can I bring him to Canada as a refugee... I can bring him to USA but it's a long progress and I heard there's a new law or something that helps Yemeni refugees... is it true? Does anyone have any info on this topic?
It's not that easy to have TRV, IRCC won't grant visa's simply because Yemen is under an ongoing war, and the new introduced expedited policy for refugee claims; since there is no strong ties to home country. Best way is to try with express entry as suggested or find another way to be recognize as refugee by UNHRC from near by country i.e. Egypt.
