As far as I'm concerned PCC is not needed when you send your initial application. But you have to have it ready so once they ask for it you send it right away. Or simply when you receive it just add it to your application.

Technically, the application is incomplete without the PCC (which can get your application returned as incomplete), but there are some circumstances where you can proceed without. The key point is to ALWAYS upload a letter of explanation (and supporting documentation) if you cannot submit a required document - do not just ignore the requirement.

I will apply using a paper - based application form, not express entry
??? CEC programs are express-entry only - online application. If you are in the wrong forum, then it is possible that advice here does not apply to your program.
Also I have Canadian PCC , so do you think I will get AOR ?? (I will submit the other PCC from my home country later)
