Now, I am not sure if it is best to increase chances of approval to apply for all of them as a group in one application? Or separately?
Brother, SIL and baby are one application, sister and cousin each have separate applications. Each show their own funds (Cash), travel history, family economic ties to return. You cannot group them together.

Best for Brother, SIL and baby one IRCC account , your sister and cousin each have their own account. Your sister and cousin are not dependants of your brother. Assume you are acting as their representative so make sure they fill out the form for you to do it on their behalf.

You are not an authorized representative with such an account. Each person has to fill out the form and sign it so you act on their behalf. They each set up an IRCC account. Not sure how you can do it for all of them given you need their bank statements, leases, marriage documents, business registration etc.
