my husband sponsored me for PR. They asked me to send passport last month but I still didn’t get it back yet. If my husband apply for social assistance, will there be any problems?

Yes - you should expect problems. It's possible (although probably unlikely) that CIC may find out and not issue your PR visa. However the bigger issue is that as soon as you land in Canada and becomes a PR, you'll be regarded as a family unit. This means that if your husband is on social assistance - you are as well - and any money you accept within 3 years of you landing and become a PR will have to be repaid.

That would be fraud.
And as mentioned, doing so before you land as a PR could cause your PR app to be cancelled no matter what stage it's in.
